Cut power to live circuit and can't get back

Hello - I have a run of string lights setup to the roof of my warehouse and, as we were doing some remodeling, someone cut off the female end of the run as the wires were live. This cut the power to the entire run and I'm not sure how to get it back online. Since I'm an electrical novice, I don't really understand what happened or how to fix it. Did this blow a fuse in one of the individual strands and why won't the line become hot again once the power is turned off and on? Do I just need to cap off the neutral/ground ends to the end of the run?

Any help is appreicated.
